I think what you want to look for is backconnect proxies, if you want them to change automatically in every x minutes.
Personally i used this service before: http://reverseproxies.com/, they have a sales thread in the aforementioned section.

I have however most of them do not allow spam

spam like spam emails, submitting with xrumer? most of them won't allow these for sure, but i think you can still find more blackhat friendly ones, you just need to look for it or contact the providers one by one
, however if you need backconnect proxies which allow such thing, that can be a hard one, because there aren't too many backconnect proxy services and others won't rotate the ip
