I want to rank my website on #1 Google results

I want to rank my website on google #1 result, it's just a login page. The top 5 results for the keywords I want to rank for are other people's login page "none of them are of official website".

Budget is negotiable with reasonable limits. Just to mention, I've already paid many people for backlinks for my other domains but I noticed that sucks never ranked shit. Also, tried all off-page seo tactics like keyword stuffing etc and hidden content but still nope. I hope, someone has some real skills to get shit done. Let me know!
