The SSN would need to be real for eBay to verify. It's a bit problematic and there is really no completely legal way to make tons of unconnected accounts on eBay anymore now that they plan to manage all payments.

True. No way to get around with this. But of course if you do 'other way around' you can make them work.
 
I don't think these is legal ..as in buying someone identity of what...
