I am getting the same response when i do this for both
how does google know not to text these?

Shitty google know way too much these days.
google has a way to finding if the number is from a real phone provider company and not just some VOIP online service, all the big social media and apps requesting phone numbers are aware of services like textnow and blocking them, your only way of getting PVA is buying sim cards or paid services like pvasms ect

That program is free, however, it does NOT work anymore to register a gmail account. Have tried it on all possible ways but gmail won't accept any VoIP numbers anymore.
There are only 2 solutions left in order to successfully register a gmail:
- buy simcards
- buy gmail accounts

Have you guys tried using the alternative email and leave the number blank ?
It works for me everytime in registering a non-pva gmail.
If you guys need real sims that last and supports reverfications / call unlock you guys can check my signature out. I do provide them at the marketplace.

This is a nice website BUT when i tried the number for gmail it says it can't use the number, tried text and call option, both were rejected.
Edit: Argh, fucking google!! Tried a new number, this time through the app and again, number can't be used.
