If you need a pet owner email list, then you are marketing/selling something to pet owners.

So make an affiliate program for what you are marketing and ask pet store owners to market/sell the product for you and they get a cut of each sale.

I owned an Independent pet food store and if you were to give me a cut, I would of email my customers about your product, I wouldn't give you the emails I collected from my customers. But I will definitely sell whatever you were selling if it was good for the pet for a percentage as long as it didn't take away from my in-store sales.
