I may Not be "The Best" Guy to make you understand exactly what they mean but i will try in Short.
If a Webpage has a Do-follow link on it, then Both Humans and Google Bots will be able to follow the link. This Link will Pass Link Juice of the Webpage to the target webpage.
If a Webpage has a No-Follow Link on it, Then only Humans can follow the link and Google Bots will Stop there and won't Crawl the Linked webpage.
You don't necessarily have to have both do-follow and no-follow links if you are building just few links. But having Mixture of both types of links just looks natural in the Eyes of Google.
Hosting Advise:
Find something in the US or CA, if you don't want to get started with a dedicated server, you could start off with an SSD vps. You could start off with shared hosting but those guys would shut you down if you drive a lot of traffic to your sites. Don't google and buy the first thing that comes up. Powerup Hosting is quite a reliable provider.

A VPS is definitely what I am leaning more towards. What exactly does it being "SSD" mean? Also, when looking at hosting, I see some good reviews on some VPS services in the BHW Marketplace, but cant tell if it is exactly what I need? The one I was looking at was talking about great VPS hosting, but as I kept reading people's replies to the thread, they were talking about running GSA on it, and multiple other bots/programs? This confuses me because this sounds more like a proxy rather than website hosting? What is going on there? Anyone who can help with this is much appreciated.
Well for not being the best guy to explain, you explained well bud! That provides a much more clearer picture for me. So a no-follow doesnt really provide much link juice? It is basically just a link that a person can click on that google doesn't mind, but also doesn't give much credit to? Am I right with this? Or on the right path atleast? Lol
