I have Sim card, how I turn into a 4g proxy

Okay, I have sim card, router, rasperri pi, 2 laptops and a modem. I took proxyknow tutorial thinking that I would create a proxy that allows me to give partner access to the 4G SIM CARD'S IP and not my home router IP. Is there a way to turn the everchanging sim card 4G ip into a proxy and allow my partner to access it / access internet through that IP.
