Remove the links or thats it. No sense in disavowing as nothing happens as you have noticed. It really depends on the type of negative SEO.
Most negative SEO with BS pharma anchors don't work so you don't need to worry about that. Legitimate neg SEO is another thing.

Incredible how well Google ignores negative seo and penalizes white hat SEO, anyways how many links are picked up on Ahrefs?

Is there nothing illegal about this ? i mean if that is the case why isn't everyone just blasting each other with negative seo all the time. It does not make very much sense to me

You can only disavow and move further right now. Some sites also absorb the damage. I hate when people cant rank and simply Neg SEO their competitors. Now thats real BLACK Hat

In Google Webmaster Tools panel you can tell google that some links pointing at your site are "not welcome" and that you didn't place them or request them.
This is a controversial tool since it implies you somehow control the links pointing at your site.
The tool often fails and lots of "white hat"(whatever that means these days) sites are penalized because fuck you, no excuses given, zero tech support, just run them over with the monopolistic bulldozer.
Competitor ordered a shit tons of spam links with a stupid anchor text to one of my sites. What can I do? Thank you for support!
Yeah buddy it's a pretty dirty move on their part but all you can do is disavow. If you've built up enough authority, then you may not be affected, but either way, it sucks

It's a very good question... OP, did your rankings get affected?
Also, if you have proof that it's your competitor then you can sue them for damaging your reputation (well, reputation of your website).

Best thing I learned from getting neg SEO was to use that as fuel to build more backlinks quicker. You can disavow the links but I'm not sure how well that works. I had a site drop to page 5 from about 1500 spammy links with bs anchor text and I got the site back up to page 1 in a few weeks adding about 500 links a day. Half direct and half to tier 1/2's.
