i see that good website refer to but the website have japenese or chinese content
is it a good domain?
why people when they see another language say that it's bad domain?
can i use it?
or can used to redirect

Wow ! Nice backlinks but i think its not good for using because all the backlinks and anchors not about your website.
 
Check the website history from webarchive to see if the content was changed from English to Japanese or Chinese text with spam/adult content. If the domain was abused in the past, it's better to avoid it.
 
Also, look at the anchors of the backlinks from those "good" referring domains. If they are not branded, generic or naked, it makes the domain less valuable.
 
If the backlink are related to your site then they are suggestable or else just redirect.
