You can buy an aged PayPal account and start warming it slowly. PayPal usually locks the money if you get a lot of transactions or if you try to withdraw all the money at once.

Find a person from a bank in a country that is not banned and they will set everything up from documents to bank accounts to sim cards, all in your name. Costs about $250. Then use VPN and also install WebRTC extension on your browser so that it doesn't leak your location to PayPal.

Been doing that for years to receive and transfer money outside the country without an issue.
 
Its easy to get a paypal account verify it as much as possible and from my experience you can receive up to $500 without proving an ID.
