Is this a new website? If yes, you should focus on on-page SEO first. Optimize your website and pages according to your targeted keywords before starting link building. Don't rush to build links in a short period of time. Focus on quality links.

I would advise focusing on quality over quantity and building backlinks through manual outreach to relevant sites. Purchasing a high number of backlinks is likely to do more harm than good for most.
