Had the same issue. This seemed to work for me so far:
1. Download Memu -
2. Don't add a gmail account. Download the .apk and install Instagram from the .apk file
3. VPN seemed to work but was temperamental. I'm using Private Internet Access for what it's worth.

Thanks for the info but does work with private proxy? I try it with no luck so far. I also try with Nox player and the same...
I want to create the account with the same proxy that I will use in the bot to avoid change from a IP from spain to USA

I have same problem..try with bluestacks works for me but only 2 acc is good other has banned

Its not about the proxy, i use the same proxy on different device ID, the issue happened only in one of my device

I have received the same issue using Bluestacks and BSTwiker but i was able to create 3 accounts per proxy.
The thing is Instagram allows only 1 accounts per proxy (dedicated not sure how do they detect it) with 24 hours.
The second day when I tried to created the account it again created 1 more account and given the same error code for another one.
So basically to my experience instagram detects our proxy and only allow 1 account within 24 hours per proxy.
If any one got any other kind of experience or resolution for this kind of issued while creating Instagram accounts please share the same here.

I register multitudes of accounts every day and very rarely have issues. You just have to know the method, what to do and how. There are many checkpoints that are verified on this step.

I have created hundreds of accounts.
Use residential back connect IPs.
Clear cache and cookies.
Use a random user agent profile for the browser.
Create random cache data by going to a news site, youtube, etc.
Log in to Email account.
Go to Instagram.
Sign up using Gmail / Yahoo / GMX / Outlook PVA emails.
Verify account in email.
Exit the browser clearing all cache / cookies and start again.
Also, wait 24-48 hours before running the account in MP or FL because IP location differs.
Clear cache and cookies.

Log in to Email account.
Go to Instagram.

That's about it. You can set the rotating backconnect proxies to 5 minutes each and create about 10 accounts per hour.
