I just tried to create IG account using mobile phone using the same proxy and it works.
Do not seem like IP issue to me, as this problem occurs only on bluestack and desktop.
I didn't know mobile broswers can use proxies. My doubts is: If you create an account using a Russian Proxy, does instagram link the device phone number to that account? Because I want to use Russian Phone numbers to PVA them to look more legit, I don't want those account to be linked to a peruvian phone number.
I red on one part on this forum, you can't create many accounts on the same device, because it detect the device. If you use a proxy it should also detect the device? thats my doubt. Let me know if you have some issue creating several account (different proxy of course).

Your device ID would be recognized. I think you can create max 5 accounts with same device ID within 24 or 48 hours. Regardless if you use Proxy, your device will be detected. If you are using desktop then it will show it as it is. I am not sure at this stage where the issue lies as mobile app was able to create account but I cannot create account using my laptop.

I make some experiments without success:
1) Exclude the VPS from formula and use my PC + Proxy = Didn't work.
2) I created a facebook profile and use it to loggin on Instagram, the link between both social networks works, but then wasn't possible to login.
3) As I said before, one month ago I could create an instagram account, I use the same proxy = didn't work.
On all previous test I use Firefox, clean cache, history, cookies, and activate Do Not Track option of Firefox, but as you can see, nothing work. I'm seriously thinking this is a proxy issue, there is no other posibility.
I'll request a refund to my proxy provider and try another proxy seller.
If you have some advices, please share it

I have developed an account creator and I can confirm that this issue is not new at all. It's been there for a while now. It's just getting worse and worse. Account creation is obviously getting harder in my opinion. I'm not sure what exactly the issue is but if I find out some clues, I'd let everyone know. As for the sniffing part, you can use Fiddler/Charles. Both can do the job simple and easy.

I use humans to create accounts for me every single day. It involves a lot of device changing IMEI, device ID, android id, etc on every registration, use a few sim card from different network provider to get dynamic/fresh IP address each time.

i have this problem arround 2-3 week ago, when massive ban deleted my account. i lost arround 80 account. after that i cannot create account using my proxy. also there is some weird happen. on android client ig stop creating qs_stamp. maybe some account creator have any insight for this.

Going through the same problem, just bought 50 proxies and @JustChillin account creator. It's not working :/

Creating Instagram is difficult these days...
It is just getting wider and wider the every passing day.
Just use fresh proxies which was not used before and it should work fine.

What is qs_stamp can you explain it?

Sure. You open the instagram app, and it makes a request to instagram to receive some information in order to generate qs_stamp. Then, when the account is created, the app creates the qs_stamp based on the information received from the previous request and sends along with the account creation request. qs_stamp is similar to this 1000, 2000, 3000, 4500, 14000, ............
Its just something extra to guarantee that the request was sent from the device and not from a bot. Even without qs_stamp the account is still created, but I don't know how it affects the account quality/life.

I have the same situation here. They might flagged all VPN/proxies. That's easy for instagram, every proxy belongs to a company, just block all IP addresses of that company.
But rigister with cell phone number doesn't have that limitation. works well for me.
