is it going to be a free or paid service. I think this is a big factor to consider if you are in the early stagesI am planning to launch a VPN service.
The target audience is Chinese individuals.
Which sites in China would be good for advertising?
Besides website promotion, I am curious about the most effective ways to reach Chinese people with this service.

It's legal to use a VPN in China, but residents are forbidden to use it to circumvent state-based restrictions (which admittedly is why most people would want it).
The caveat is Chinese residents are required to use a state-approved VPN if using one.
So if you're running a VPN targeting Chinese customers, and especially if people are paying, they'll want no logs - but that runs the risk of not being able to police abuse of your service.
And while the market is large, there's two limiting factors:

- Ton of competition from big VPN providers - many of the big vpns are owned by the same company, you'll have to a hook to why someone should use you service (e.g., you truly have no logs, you won't comply with gov't requests, etc.)
- Premium model - the majority of people are in the market for a free solution. You could find paying users, but you're going after a much smaller crowd of users depending on your price point. With China's +1B population that's still a fair amount of users (say 1% of billion is still 10 million).
The price point is going to have to be relative to the currency, unless you go after higher net worth clients- in which case you're back to squaring off against #1 who can outspend you, unless you have your value prop really buttoned up.
