I think you might be 10 years too late.
Not sure you'd get much traction running a site that's just publishing duplicate content. That used to work back in the day, not so sure it would work today.
Might be better for you to buy a domain that's already in google news - someone's already selling a service like that on BHW - check out the "misc" section of the marketplace.
Then hire an editor to find interesting stories, re-write them in an interesting and engaging way.
Perhaps spend a little bit of money on facebook ads on each story (like $5-10) so as to discover what story has "viral potential".
The stories that do get like 10-100 shares on very little ad spend, should be scaled up by pouring a little bit more money into them (like $100-1000) and really go viral, then you could realize a nice ROI & a huge social media following.
That's one strategy you could try out. I've not personally done it, don't know anyone that has... but off top, that would be something I'd try if I were going in your direction.
I'd also focus on a small niche news sector.
