I would personally hire someone from the US. This will be a part-time job that needs 5 hrs per week.

Requirements:
US citizenship for legal issues.
Basic understanding of technical - Junior Full-stack (web and mobile development)
Experience working remotely.
Open-minded and think out of the box.
Always kind & cooperative.

Compensation:
Estimate $1k+ per month as a base salary and get a bonus if this works out well.
