As the population keeps exploding soon we will run out of land humans have to start researching a way to live in the water, Aquaman is a real thing the people who control the world wants us to make up our mind

People have thought about this already. There are a few problems though..

1) The water pressure on the bottom part of the sea is very high. It is hard to maintain building or something on there. The buildings can float, yes, but that's unstable.
2) Salt water is corrosive.
3) The cost will be too high.

How do you plan to solve these? :D
 
Your question erased any possibilities of a nuclear war happening which has higher chances of happening than creating an underwater city..
