Yeah but there are more plans to settle on mars than inside water.
Plus I don't know how the pressure inside seas will fit into that. As you grow deeper, it feels like a mountain over you.

why build ? we genetically transform ourself like a water animal so that we can get oxygen from water and become sea animal why we should have building or to build something?People have thought about this already. There are a few problems though..
1) The water pressure on the bottom part of the sea is very high. It is hard to maintain building or something on there. The buildings can float, yes, but that's unstable.
2) Salt water is corrosive.
3) The cost will be too high.
How do you plan to solve these?

If we not us ,next generation genetically modified humans should have lungs like sea animals and gills and they should able to swim in deep water like other sea animals
