How would you monetize a download page?

I'm currently bulk content-locking all of my website's downloads (i.e. user completes CPA offer, their download link displays).

However, I'm thinking about testing unlocked downloads where instead the user is maybe shown a bunch of page redirects with display ads, popunders, etc. before being given their link.

Any methods or ad networks that would work well with this approach?

Y'all think the RPM from ad views would be more profitable than content locking with CPA offers?

any other monetization ideas for digital downloads?

I think propellerads had pop-ups last time I checked. Maybe I'm wrong but it's worth giving them a shot

Thanks for the rec. I'm doing blackhat-ish downloads (copyrighted materials), so I need an ad network that isn't so strict. I'm guessing adsense is out. I'll look at Propeller.
 
Try Admaven, their ads are in a lot of download sites so content locking offers works well with that.
 
Networks like AdMaven (known for popunders) would work well with your idea of showing multiple page redirects before giving users their download link. Popunders can generate high engagement and decent RPMs, especially for high-traffic sites.
 
You can monetize your download page through affiliate marketing, advertising, subscription models, and lead generation options.
 
You can partner with brands to offer sponsored content or merchandise on your download page.
