How were these backlinks created?

As I was investigating my competitor's backlink profile, I discovered a lot of spammy links that were quite surprising. Despite this, my competitor is performing exceptionally well in search rankings, outpacing many of my targeted keywords.

It appears that these spammy backlinks are playing a significant role in their success.

I am curious if anyone is aware of the method used to acquire these backlinks. Are there any specialized services available for this type of link building?

Possibly, hacked websites.

These sorts of links have been all over Google for quite a while. They're spam pages built by scraping content from ranking websites, including links back to the websites they scraped (scraped content with links seems to have a much longer shelf life than scraped content without). If one of these spam pages receives a clickthrough from the SERPs, they redirect to a smartlink.

It's not really a link building tactic, it's a by-product of having a website that ranks for keywords with even a modest amount of traffic.

Coming to the exact question you asked that how the links are created, I check the stuffy content and the random generated usernames in the URLs, it is clear that these link are created by using an automatic link building tool, it is not possible to name particular tool as a lot of tools are available and it can be from any one, this is just the pattern that is making it cleat that above content and links are tool generated.
However, I don't agree that your competitor is rankings because of such kind of links. There could be some other aspects too like the amount and quality of content your competitor have and their domain worth. Also no any tool show all the backlinks of your competitor so you can also check their links in any other tool to know if they also have some good links except of such spam links.
