To make best quality backlinks you must have to get PBNs, guest post, blog post, Social shares, bookmarks, Some tier2 to all these mentioned links. Make this in the regular basis to get better results.

Agreed with others, if to add a bit, you need to be sure that you are having backlinks not only to your homepage but to product and category pages as well.
Too many similar links can cause a penalty from Google.So be sure not to have over anchoring or too many links from directories for example.
As well, a thorough analysis of your current link profile is a must. (all bad backlinks from irrelevant less authority sites should be removed)
