How useful is the title?

Would always including the brand name and the city, state in the title for every blog or other pages or even for product matter? Would this seem repetitive or bad for SEO best practices sicne it already has the keyword? Usually it's good for local, but isn't it way too much and it can get truncated in the search results due to this.
 
That's quite spammy.

It's best if title is unique.
 
Let's forget about the search engine for a second and think of something more important: the search engine's user, the one who will buy your product or register on your offer so you can make money. The first thing that will make someone click your site out of all the search results is the title. The title should be written for the users before all, and should also be descriptive of what the page is about. Write title for humans, title that fulfills the searcher's intent speaking to him like 'yes, this is the page you were searching for darling!'.

I'm not saying forget about optimizations and following seo rules and so, but I'll always gear my titles towards the user first, and then optimize on that.

That can cause content cannibalism, if you want to implement this, learning about silo structures might help
