Your question is a bit confusing. There is not a meta title tag but there are other meta tags relevant to SEO such as the keyword and description meta tags. Are you talking about one of those?
Regardless of what you are referring to, keeping the title tag and meta tags different for every page will depend on how your site is built. For instance if you have CMS, you would set these when creating a new page in WP or a new article in Joomla. If you have a custom website that does not use a template, you would just make these tags different for each page in the HTML code.

Your title show be informative and makes clear sense and title should be maximum 70 characters that search engine recommend. I hope it will help you a lot to get the right answer.
Meta titles should make sense to the reader, but the wording should be based on keyword search popularity and relevance to the rest of the web page including other metadata and content.
