No. Not that I know of. I tried logging in to my WooCommerce store the other day without having Jetpack installed on Wordpress and it didn't work.
I think it's stupid to have to register on Wordpress.com when you're running a self-hosted Wordpress blog only to be able to check your WooCommerce stats.
