As you are trying to upload a signature, that is way too big.
Max is 728x90 pixels and the refresh rate on any graphic or text within the gif should not be less than 3 seconds, and no CTA.
1 - 728x90

Why is that banner not in compliance with regulations? I didn't understand where the error came from

I'm pretty sure that this design violates rule #5 because of the call to action and the animation:
