I thnk you already said that you already have approved non hosted account..?

Well, you need to create a website with paid domain like .com .net or whatever, write content (a good one) and then apply with your hosted accouny. Let me know if this works

    Good luck

I once upgraded an hosted adsense to non hosted in 2014, early 2015.

But it seems like it's getting harder. THE Only method am certain, is to use a top level domain name (.com, .net or .org) and request for it to be upgraded.
BUT the domain must be having good quality traffic from SERP.

This was the same exact method i used. My domain, which i built round an amazon niche, was earning me some good amount of money, so i used it and it got approved.
