How to Tweet multiple users from a text file

I need to solve this problem :)

I have a text file filled with around 12 thousand Twitter Usernames. I would like to send a Tweet / NOT a DM, message to each twitter user, one by one. Something like this:

"Hi {username} dont forget to check out.....blarr blarr blarrr"

Can this be achieved please, if so, which software does this?

Well if it is just a one time thing, imaccro can probably do it for you.
