If it's a WordPress website, you can export the site using plugins like all in one wp migration plugin, then transfer the domain name to the other person. After that, they'll need to connect it to their hosting account, install wordpress, and import the site.

If traffic is stable and niche is good, sell on Flippa for faster deal. If you have real earnings, go Empire Flippers for higher valuation.

The valuation is not based on traffic but on revenue. If the site is not generating any revenue, then it's difficult to estimate the price. Most buyers expect 2-3 years worth of monthly recurring revenue for price. You may estimate the revenue roughly based on the niche, but it'll be difficult to convince the buyers.

Ahref traffic alone is not enough for most investors create/restore the website and monitor the traffic with GA and GSC also monetize it only after you gather enough data you can ask for 32x of the monthly revenue for a long term investor
