How to transfer money from blockchain with a minimum fee?

Hey guys anyone know how to transfer money from blockchain to binance with a minimum fees and with a minimum delay? because the fee of blockchain is 60$ and in the last transaction 2 months ago i changed fee to 3$ and still waiting for the transaction. So i want to make transaction in a maximum 24 hours delay and minimum fee.
