What is the best way to structure content for both users and search engines? I want to follow white hat SEO by using headings, bullet points, and formatting. How does content structure impact rankings and user engagement effectively?

One pillar article and some clusters around it. i think it will work.
Also make the scroll down index architecture at the top of the article so whenever like to go to last section they will click the heading and scroll will automatically take them to last section. i think it should work
