Mostly the competitors, click farms and professional fraud rings play these types of sneaky games to budget out you. When you reach maximum daily cap, the ad turns off to stop further clicks.
To prevent this just block the geolocation from where you are getting the most fraudulent clicks, or keep the record of IP address, user-agents and monitor invalid clicks and add them in IP exclusion. You can try these services clickguard and clickcease.

You can reduce the amount of fraud clicks but you can't get rid of it by 100%. especially when someone own a private Botnet to proxy their clicks.

As I'm not in to this neither I've been. So, can't tell you exactly. But I've a knowledge from online circles how they actually play, mostly they use private social media groups where those fraudsters exchange clicks with each other. For i.e. person A from tier 1/2/3 country reaches out to person B from their own country's different location or another country (where the click rate is high) and exchange clicks with eachother. They use tactics like you click at my ad and browse 4/5 pages and also stays at the poor advertiser's website for few seconds and minutes, upon reaching this fraudulent wordly agreement, both parties perform the agreed actions.
Note: I'm not sure these type of methods we can discuss here, but I'm just sharing my knowledge here to aware everyone reading this message and if they are in PPC.

There are certain adclick bots which will just click ips from random ips, so there is no way you can stop that. Just filter those ips and just add to exclusion.
