Every time I launch a new campaign, I get ‘circumventing systems’ suspension. I follow all policies anyone else facing this and found a fix?

Nowadays, Google Ads algorithms (untamable beast) suspends any account for any or for no reason(s). Even legit old agency accounts nowadays do get suspended, sometimes for no apparent reason(s). There is no "fix" to this.
Just ensure that your campaign is compliant to Google Ads algorithms and the landing page (website) appears compliant Google Ads algorithms.
Appeal each and every Google Ads account that get suspended.

What's your niche? Is it BH? You said you follow their policy, but the thing is that some niches are restricted anc considered BH so you have to play smart with cloaking.
Or your account might just be the problem. Did you buy it somewhere?
