First you need to educate yourself.
PBN has nothing to do with web 2.0s (unless you plan on making a web 2.0 PBN)
And you don't build a pyramid to your PBN, you do that to your web 2.0s
If you want to build a PBN you can buy some domains from the marketplace or you can scrape the domains yourself which will save you money in the long run.
I use the software in my sig to scrape for PBN domains.

Yea, having our own PBN helps a lot in SEO.. But, the main thing is to focus on how we maintain it as private as possible.
Google always deindex the low quality blogs.. So building a PBN needs more concentation and you should invest more time in building them.

First of all Buy some Expired High authority Domain . High Authority means Trust flow and citation flow high.
and then host each site to different host, different CMS.
then start posting article on those PBN sites
and also create backlinks for PBN

You need to educate and finalize your goal. I prefer expired domains than web 2.0 the reason is some expired domains are juicy domains. Then start making unique articles on your PBNs
