Ofcourse you can, do the research yourself and get some free hosting, buy a domain name and spend the rest on a nice link package from fiverr

Certainly you can. Just buy yourself a domain ( search for discount coupons or codes) and buy a cheap webhosting (zyma or search here) but do read the reviews before you buy the hosting. You can either design it yourself or install wordpress on it and use a free/nulled theme. The only thing you are left with is the content and promotion which will eventually pay for itself if done properly. LOL I just made a WSO.

yes you can but stay away on some free hosting site most of them vanish without notice

How I know?? I only use freehosting Before

USe freehosting that only offer small amount of bandwidth and storage most of unlimited free webhosting don't last

I think someone posted a godaddy code for 1.50 domain so im sure you get some free hosting and still have enough for a coke.

You can start a website with a $1 coupon from godaddy. It seems everyone is talking about how they can invest (not talking about you). It's all about registering a $1 domain and working from scratch.

Maybe build the site on blogger so you don't have to pay hosting. It's not ideal but it's okay if you do whitehat stuff. That's how I made my first websites.
