I want to setup an expired domain such that its DA/PA, TF/CF doesn't gets lost. Can someone suggest on how to do it properly?

3.Create social media pages and post the information's regularly.

if you find a relevant expired domain with a strong link profile, but it’s been used for spam purposes, then using this domain will only hold you back.
