How to scrape or buy geo-local email lists?

I have a client who needs email lists of potential gym membership buyers in his local area. How can I scrape locals in his town who would be potential candidates to send promotional emails to? I considered scraping facebook but what are some other ways? Or if there are suppliers of these types of local email lists, where could I buy them from?

Your going about it in the wrong way you would be better off running an ad campaign to get their emails.
