How to Scale Up Facebook ads

I am new in Facebook ads and I running a campaign with 3 adset with same target one get .07 cpc and ctr 7 but other two not work good like that both cpc above .18 and ctr below 2 percent so my questions is how I scale up my winning adset not whole 3 adset daily budget is $10 mean $30 perday for 1 campaign 3 ad set I got 1 winning adset that I say above how I scale it up do I increase the winning adset budget or same Budget make winning adset duplicate with same target and trurn off other two adset that not work good .

Shut down the underperforming ad sets and increase the budget to $20 in the winning Ad set

Okay do I need to duplicate winning adset

Shut down the non performing ad. Duplicate the performing one and increase budget by $5 daily

Shut down the losing adset as it will Not perform better.
Duplicate the winning adset and increase the budget to 20-30$ Depending on your budget range.
Focus on that winning ada detail targeting and make a liitle twitch with another ads.
