You can run on Baidu through a local agency (which will take about 10% of the ad spend). You must work through an agency because the Chinese law prevents Baidu from working with you directly.
Another way is GDN, because even though Google is banned, GDN still works there.

Wow really? Even I am a Chinese I don't know this, but if I remember right, several years ago it was not like this, I mean, individual can run ads, just some niches you can't run without license, e.g. in medical.
And now they banned the individuals?! Are you sure about this, since it is a bit crazy for me, I haven't check it for years though.
update: after checked a bit, I am pretty sure individual can run ads on Baidu, its same as years ago, just, you have to have ID, phone number to register the ad account, a bit annoying for a foreigner, so not bad to find an agency instead...
