How to report illegal AdWords ads?

as far as I know gambling sites or the like or illegal download sites, they use ad sense which is not official from Google but from a third party that I don't even know what the name of the service provider is

does each country have different rules related to this, if in my country in Indonesia, Google does not provide advertising services for sites that are illegal and have a criminal or criminal nature

absolutely right .. but if I may give advice, don't you look for a wad of money by making gambling sites or illegal things because it will lead to criminal or fines ..
