Google is messing up big time by blaming the passive side for bad links.
The WWW works this way: people link to whoever they want to link to, and the recipients of links have no control. Google has admitted defeat when they blamed the recipient for the links. How can anyone be blamed for receiving links? That is absurd, it's illogical.
The only way to remove links is to disavow them, but when you disavow links you immediately place yourself as responsible for links other people place to you, which is where the logic breaks down. When you do that, you're telling Google you control the links to you, so the links you don't disavow will say more about you than the ones you do disavow.
When you disavow a single link, you're telling Google you know all about the links to you. How could you disavow one and not another? You see, the link disavow tool is a complete mess, like "nofollow" links, it just means Google has lost control. The idea of a "nofollow" link is absurd in itself: "this is a link but don't follow it" is just ridiculous.
