How to read the secret forums?

I understand that there is a forum here for VIP members where some secret blackhat seo techniques are discussed.
I am finding the membership levels confusing, I read through that table that discusses different levels of membership like JR VIP, donor, premium. I don't understand this.
What does it take to read the secret threads, it's $97 a year which I am willing to pay, what else do I need to do?

As @BassTrackerBoats said, the requirements are described in rule 13.1.

13.1 Junior VIP status. In order to gain entrance to the Jr. VIP area, you must be a member of the Site for at least 60 days, have at least 100 quality posts, and make the required annual donation to the forum. Jr. VIP membership gives you access to other forums which are NOT indexed by any search engines or viewable by any non Jr. VIP members.
