No. This can easily be verified by searching terms on MSN and then on Google. I don't even think it is blog commenting to be honest, MSN just loves spam. Pretty much any backlink building will work.
MSN is the cream of the crop in terms of conversion, with the possible exception of AOL. I get crazy CTR on adsense.
You also have to DO THE MATH. Google currently has 60% of the search engine market, while MSN has about 10%.
So if a term gets 1,000 searches a day on Google, divide by six, 167 searches a day for that term.
Just make sure you pick a COMPETITIVE TERM. If you pick a term with exact match in google traffic estimator sandbox with 100+ you should be fine.
I will show you examples that used to rank first, but the guy apparently stopped updating them.

How much traffic would the number one spot get? It is hard to estimate but I would be guessing at least 30 visitors a day.
All this guy did and I have seen him do it with a ton of terms is register a domain with the exact keyword with a hyphen, and spam it with 400 backlinks or so. Have anchor links linking back to your main page.
I have CTR in my finance niches around 25%.
So lets do the math here......
Google = 6 times more traffic
Therefore lets say a site in first in google gets 100 a day for a random term. CTR rate is 10%.
MSN = 17 hits a day CTR is 25%
Each click is worth 1$
4$ a day MSN
10$ a day on Google.
So you see...there is less difference between Google and MSN traffic than you think. Except wait, you can rank for competitive terms in MSN with no effort, even using 1 page sites.
MSN doesn't care about link bursting.
Not to mention you aren't Google's b*#ch. I recommend it is part of a strategy of diversification.
So in short, here is what I know about MSN.
1.) Register the exact domain name, use hyphens.
2.) Make sure keyword is moderately competitive.
3.) Create an overoptimized small site, one page is fine, but five pages is good as well.
--This means title and H1 are both your keyword. Bold keywords. Have keywords anchor back to your main page. The stuff google would penalize you for in excess.
4.) Link burst the hell out of it using AMA, UAW, or whatever spun article crappy backlinks.
Just go out and do it. The worst you have to lose is 7$ for a domain and an hour and a half of your time.
Pretty much the only way you can fail is by selecting a keyword term that is too small. Or of course selecting a term that is too big, don't use something
stupid like "make money online".
Consider the following...MSN gets almost 1 BILLION searches a month. 1 Billion divided by 1,000 would be 1,000,000.
Microsoft has pretty much just given up on fixing its search engine so I wouldn't worry about algorithms changing.
P.S. This does not take anywhere close to three months.
