That would be one option, you could also find expired domains that already have such links... there are also a few sellers here who say they can deliver, never seen prove of it, worth a try.

To rank quickly you have to start at the foundation and work up.
Site structure has to flow and pass juice.
Text and keywords, optimise for long tail keywords that have a likelihood of ranking quickly.
Dot the I' s and cross the t' s onsite before you even think about backlinks.

You can try using sape links.
After you cut through the fat you can find 40-50 TF links for $3 - $4
Im sure if you get 10-20 they will shoot your ranking up, of course you will have to do your normal SEO on top of that but SAPE has some very good links that will surely help you rank fast

Do proper SEO and it will rank easily.
Make sure that your onsite interlinking is good enough to ensure that you have a nice flow of link juice.
Then obtain a nice variety of different link types, such as 2.0's, wiki's, PDF's etc.
Use your raw URL's/brand name/a few generic keywords as anchors.
Thereafter target your keywords with quality (high value) links

Ranking quick often comes with some risk these days. If you don't want to risk your site then best to stick to slow and steady white hat strategies.

2.step silo ur website,write good content and setup good internal links...
3.step Make your tier 1 decent looking not just spamed as shit...

mate try to make your with high quality link building and make use unique keywords and you can do various seo activities these are all helps to improve your site rank
