It means, if you will only send traffic to your listing and nobody will buy from you - you will become in the bottom of ranking.
If from 100 people 99 will buy from you - then you will be ranked very very well.
That's the main point when selling these days.
That's why just free traffic can only make a bad effect on this, because Ebay will think that your item is not interesting for people.
