How to push comments higher on a tweet?

So basically my goal is to push comments on a tweet to the very top.

Sometimes, I get it almost all the way up but it doesnt jump over those multicomments (?)
Sometimes, it has the most likes of all but it doesnt move an inch ?

So whats the real secret here? Likes ? Retweets?

I think you should ask questions on your tweets or provocative things you can type . I mean not to make provocate people for (political,racism .. ) try to reach their emotions somehow. Wikipedia type of sentences will never have comments under . Find some topic from trending and retweet he one which interesting and also share your comment too with retweet . I always do that and having good results with this way
