Circumventing means there is a problem in your lander you are redirecting to a website which already have a conflict like health related products or drugs etc.

It's probably because google thinks you are trying to promote something by tricking google. I found this suspension when I tried to promote something on two different ad accounts. I think it doesn't happen all the times. Because I am promoting something else on two accounts without issue.

Correct. BUT, circumventing systems suspension can also ADDITIONALLY be due to LOTS, LOTS and LOTS (HUNDREDS) of other reasons too. ONE (JUST ONE) OF THE OTHER MANY reasons, for example, could be a shitty campaign setup : Example : unrelated keywords (in an ad group) like one keyword is "watches", another keyword is "bananas" and yet another keyword is "tables" : Is there any corelation betweens these keywords ? Another example of a shitty campaign setup : keywords are "tables", "cheap tables", "best tables", but ad headlines are about planet Jupiter and ad descriptions are about fruits and vegetables.
DISCLAIMERS :-
1) As mentioned, circumventing systems suspensions can be due to LOTS (HUNDREDS) of reasons, above are ONLY 2 (TWO) examples of these HUNDREDS of reasons.
2) By shitty campaign setup, we do not means shitty as per me, you, him, her, them or they. By shitty campaign setup, we mean that a campaign setup is seen as shitty by the algorithms of Google Ads.
3) When someones asks "Why do I get circumventing systems suspension ?", it is IMPOSSIBLE to know why, because circumventing systems suspensions happen due to HUNDREDS of reasons and hence a crystal ball with 100% accuracy is needed to know why a particular Google Ads account is suspended due to circumventing systems. Now, fortunately (or unfortunately), a crystal ball with 100% accuracy, does not exist as yet.
This is a good business opportunity : Someone can do indepth research about how crystal balls work, how they are made, etc and invent for the first time ever in the history of mankind, a crytal ball which will show with 100% accuracy as to why a Google Ads account is suspended due to circumventing systems.

If this refers to an ad setup in a different Google Ads account, then it is the WORST thing to do, example : (same ad setup) same ad headlines copied, same ad descriptions copied !!!
Oh, yeah, "I copied all the contents of the previous domain (website) too" !!! .... The WORST thing to do : It will trigger circumventing systems suspension(s).
Ofcourse, there are ADDITIONALLY, HUNDREDS of reasons for a Google Ads account to get suspended due to circumventing systems.
People are not aware that even a single incorrect sentence structure in a landing page can trigger a circumventing systems suspension. By, incorrect sentence structure, we do not mean incorrect sentence structure as per you or me or him or her or they or them, but we mean incorrect sentence structure as per what the algorithms of Google Ads "see".
Remember, I am just giving ONLY AND ONLY A FEW examples of circumventing systems suspension, whereas there are HUNDREDS of possible reasons for it.
On the other hand, I am sorry (or rather happy) to say that if one has COMMON SENSE, then it is VERY EASY to avoid circumventing systems suspensions. But, I am also happy (or rather sorry) to say that nowadays, common sense is not at all common.

yes thanks. need solution how to run google ads,by making threshold account is not to pay until it reaches the threshold amount. any idea sir ? everytime i run campaign are being suspended for "unpaid balance" issues , im using VCC payment

yes we can run easily but now a days google won't give full threshold
