How do I go about PM'ing someone? I don't see it in the options. Are there other stipulations needed besides meeting the 15 posts requirement?

To PM someone, you must : Click on a person's username > Click "Start a conversation"

As you can see, there's not a place to PM. Is there something else that is needed besides 15 posts?

Nope. They need to be quality posts, spamming two word useless replies can earn you a warning from mods. And there are sections, where posts don't count such as the Lounge.

It's 15 posts, non spammy before you can send a PM. Lounge postings don't count.
