How To Open Stealth PayPal Account?

I am from a country where PayPal accounts can only send funds but cannot receive funds.
I want to open a stealth PayPal and account which I can use to receive funds and do transactions.
Is there a confirmed way to do this without getting blocked or limited later?

The same problem I had.
If you live near to country where PayPal fully work you can just go there and open a bank account in that country. When you got a bank account in another country and Credit/Debit card you have to find VPN service with IP address from that country and by using it register PayPal account and link your new card to it.

Next problem that you'll experience is that there is a limit for receiving money, AFAIR about 1,6k$ per year. If this is not enough for you - well, PM me I'll suggest you some ways how to omit this problem.
