Nowadays, all countries require ID verification for opening a bank account (including virtual bank account) irrespective of which bank's bank account you want to open. But, yes, it is possible to open certain virtual bank accounts (stealth) of certain countries by providing stealth type ID. You will need an ID (real or stealth type) to open any type of bank account.
