is there any monetization tip to get money from rich gulf people, by closing deals from chat ?
what can I sell for them, and which services I can offer for them ?

how many "gulf persons" do you have? you can monetize them by selling them to african warlords
 
Let's just start like this. What would you like to sell to them? A product, property, investments...? Secondly, you need to decide what nations to target... but unless you know the culture this sounds pretty impossible. If you live in the region you probably know more than most of us do.

I want to sell a product or offer a service, I know who I can target but I don't know what to offer for them.
 
What do you sell a rich person? How about some fresh air in a jar from the hills of the arctic circle in Canada. Depending on where you are, you could be referring to a country with oil wells on fire, and some fresh air would be ... refreshing lol
 
And I'll just say this, assuming you can figure out what you want to sell and know the language it seems to me that the easiest way to test this (or any market idea) would be a small targeted PPC campaign. With free vouchers you might even be able to test it for free assuming these nations even have Adwords or Bing.

Trading/binary options/FX seems to be strongly advertised in the ME.
 
try binary options... they have alright affiliate programs. seen threads come up a lot looking for gulf BO leads. looked into it few years ago when researching the niche. some pay 100% commissions to their affiliates, with min signup of $200-500+. can be lucrative. one member here wrote a nice case study about it.
 
Gulf ppls seems to buy online - Airline ticket, Clothing and Accessories, Electronic Accessories (Based on recent survey).
